Creates a supplemental retirement program within the Teacher Retirement System of Texas for law enforcement officers who hold a Texas Commission on Law Enforcement officer license and whose primary duty is enforcing criminal or juvenile laws

Allows supplemental program members with at least 25 years of service credit to retire regardless of age, with normal retirement age set at 57 or when age plus service equals 80; early retirement before age 57 results in a 5% actuarial reduction per year

Establishes an enhanced benefit formula using the standard TRS percentage factor plus an additional 0.5%, based on the member's highest five years of average compensation, with a maximum benefit of 100% of average compensation

Requires supplemental program members to contribute an additional 0.5% of compensation, while the state contributes 9.75% of aggregate state compensation for these members to the new supplemental program retirement fund

Provides enhanced disability benefits for supplemental program members injured due to job-related risks, including a minimum benefit of 50% of average compensation and up to 100% for total disability under federal Social Security standards
