Modifies the scoring system for low income housing tax credit applications when a state representative provides no written statement or provides a statement that does not express support or opposition

Requires the Texas Department of Housing and Community Affairs to reallocate points from the representative statement category to the local government resolution category when no clear position is received

Establishes that transferred points be awarded as positive points for supportive resolutions, negative points for opposing resolutions, and zero points for neutral resolutions from political subdivisions

Applies only to applications submitted during the 2026 qualified allocation plan cycle or subsequent plans adopted by TDHCA

Takes effect September 1, 2025
