Authorizes the Texas Department of State Health Services to revoke, suspend, or refuse to renew licenses for emergency medical services providers—including government-operated providers—that intentionally submit incorrect billing information or engage in a pattern of billing violations

Extends the expiration date of multiple Insurance Code sections governing EMS billing from September 1, 2025 to September 1, 2027

Shifts rate adjustment authority from health maintenance organizations, insurers, and plan administrators to political subdivisions, allowing them to annually adjust submitted rates

Caps annual rate adjustments at the lesser of the Medicare Ambulance Inflation Factor or 10 percent of the provider's previous calendar year rates

Applies only to emergency medical services provided on or after September 1, 2025
