Adds a new categorical exclusion to exempt buried fiber-optic cable projects from archeological site notification requirements when the cables are installed, maintained, operated, replaced, or undergo minor modifications within existing road rights-of-way

Amends Section 191.0525(e) of the Natural Resources Code, which governs activities on nonfederal public land that pose little to no risk of damaging archeological sites

The exemption applies specifically to fiber-optic cables located in the right-of-way of an existing road, limiting ground disturbance to previously developed areas

Takes effect immediately if passed with a two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
