Prohibits school districts from possessing, acquiring, or purchasing harmful material, sexually explicit material rated by vendors, or material that is "pervasively vulgar or educationally unsuitable" in school libraries, classroom libraries, and online catalogs

Requires district-level library supervisors or administrators to read, review, and recommend all library materials before they can be added to collections, with districts able to join cooperatives with other districts for additional review support

Establishes formal challenge procedures allowing parents of enrolled students or district residents to challenge library materials, with districts required to form reconsideration committees within 10 business days that include professional staff and two parents

Materials determined appropriate after challenge cannot be reconsidered for 1 year; removed materials cannot be reconsidered for addition to collections for 10 years after removal

Mandates schools maintain printed and online lists of all library materials and materials slated for acquisition, with parent preview opportunities offered at least 10 days before new books are shelved (once in fall, once in spring), beginning with the 2025-2026 school year
