Requires individuals registering to vote in Texas to submit documentary proof of citizenship, including a U.S. passport, certified birth certificate from a U.S. state or territory, U.S. citizenship papers, immigration agency identification, or a REAL ID-compliant Texas driver's license or ID card

Voters who fail to provide proof of citizenship will only be qualified to vote on federal races (president/vice president, U.S. senator, and U.S. representative) and will be marked with an "F" notation on the voter rolls

Secretary of State must notify all voters registered before September 1, 2025, who have not provided proof of citizenship by December 1, 2025, informing them of the new requirement and consequences for non-compliance

Allows voters without verified citizenship to cast a provisional ballot containing all races, which will be counted as a full ballot only if proof of citizenship is submitted to the voter registrar within six days after election day

Changes the official voter registration application form from a postcard to business reply mail format to accommodate the new documentation requirements, and effective date is September 1, 2025
