Creates a new legal definition for "spirit cooler" as an alcoholic beverage containing distilled spirits mixed with water, juices, or flavoring ingredients, with alcohol content between 0.5% and 17% by volume

Authorizes wine only package store permit holders to purchase spirit coolers from wholesalers and sell them to consumers for off-premises consumption in original containers of at least six ounces

Permits wine and malt beverage retailer's permit holders to sell spirit coolers for off-premises consumption only, and allows wine and malt beverage retailer's off-premise permit holders to sell spirit coolers in unbroken original containers

Allows free product samplings of spirit coolers at permitted retail locations during regular business hours, with products purchased from or provided by the retailer

Limits spirit cooler sales authority to permit holders located in areas where voters have approved the sale of alcoholic beverages through specific ballot issues under Election Code Section 501.035(b)(5), (6), or (7)
