Authorizes counties to prohibit composting facilities from operating within 3,281 feet of streams, drains, recharge features, recharge areas, or tributaries that may constitute or recharge a municipal water supply

Applies only to counties that do not contain a municipality requiring restaurants to divert food waste from landfills

Defines "composting facility" as one that composts source-separated yard trimmings, clean wood, vegetative material, paper, manure, meat, fish, dead animal carcasses, dairy materials, and meat/vegetable oils and greases from municipal, commercial, or institutional sources

Takes effect September 1, 2025
