Defines "patient" as an individual who seeks or receives emergency care at a freestanding emergency medical care facility

Explicitly allows freestanding emergency facilities to co-locate emergency care with other health care services and share personnel, equipment, supplies, and laboratory resources between emergency and non-emergency services

Prohibits freestanding emergency facilities from charging facility fees for non-emergency health care services; facility fees may only be charged for emergency care

Requires posted notices and disclosure statements to clarify that facility fees apply only to emergency care, including disclosure of median facility fees, fee ranges, and fees for each level of care

Takes effect September 1, 2025
