Prohibits Texas governmental entities from acquiring or using unmanned aircraft (drones) and related equipment or services produced by companies owned, controlled, or headquartered in countries identified by the U.S. Director of National Intelligence as national security threats

Provides a transition period allowing governmental entities that acquired prohibited equipment before January 1, 2026, to continue using it until January 1, 2031

Establishes the Law Enforcement Secure Unmanned Aircraft Grant Program through the governor's office to provide grants to law enforcement agencies for replacing prohibited drone equipment that was actively in use before January 1, 2026

Requires grant recipients to surrender replaced prohibited unmanned aircraft and equipment to a designated entity for study or disposal

Directs the Department of Information Resources to create a model security plan by December 1, 2025, listing companies whose telecommunications or video surveillance equipment poses security risks, including companies prohibited under federal law
