Authorizes the Texas Historical Commission to contract with the municipality of Nacogdoches to assume operation and administration of the Eyes of Father Margil State Historic Site and Trail

Requires contracts to include provisions for expanding, renovating, managing, and maintaining the site, including construction of a visitor center, as well as preserving artifacts and employing necessary staff

Creates the Eyes of Father Margil State Historic Site and Trail fund as a fund outside the state treasury, funded by admissions revenue, gift shop sales, and donations

Allows fund money to be spent without legislative appropriation for administering, operating, preserving, repairing, expanding, or maintaining the historic site

Takes effect immediately upon two-thirds vote of both legislative chambers, or September 1, 2025, if that threshold is not met
