Requires the Commissioner of Education to adopt a list of performance standards that school districts under state intervention (conservator, management team, or board of managers) must meet for the intervention to be removed

Performance standards must be based on current law and nationwide best practices, and must be published on the Texas Education Agency's website

Standards must include data-driven, school-specific strategies and policies the intervention team intends to implement, desired outcomes, and incremental benchmarks for the district to achieve

Commissioner must remove the conservator, management team, or board of managers as soon as practicable after a district meets all adopted performance standards

Takes effect September 1, 2025, with the commissioner required to adopt the performance standards list as soon as practicable after that date
