Applies only to counties with a population of more than 3.3 million (currently only Harris County in Texas)

Allows qualifying counties to award contracts for services, construction, repair, or renovation to local bidders (headquartered in the county or a contiguous county) even if their bid is up to 3% higher than the lowest bid from a non-local bidder

Requires the commissioners court to determine in writing that the local bidder offers the best combination of contract price, ability to perform, and economic development opportunities including local employment and increased tax revenues

Prohibits contract awards under this provision if the person approving the contract is related to the bidder within the third degree by blood or second degree by marriage, or has financial ties to the bidder

Does not apply to professional services contracts governed by state law, and takes effect September 1, 2025
