Allows county commissioners courts to give preference to local bidders whose principal place of business is located within the county when determining the lowest and best bid for contracts

Local bidders may be considered even if their bid is up to 10% higher than the lowest bid received from an out-of-county bidder

Requires the county to make a written determination that the local bidder offers the best combination of contract price and additional economic development opportunities

Economic development factors that may be considered include employment of county residents and increased tax revenues to the county

Amends the Local Government Code Chapter 262, which governs county purchasing and contracting authority
