Establishes a minimum base wage of $15 per hour (or the federal minimum wage, whichever is greater) for direct care workers serving individuals with intellectual or developmental disabilities under Medicaid

Applies to workers providing services through 1915(c) waiver programs or the Community First Choice services program

Defines direct care services as nonmedical assistance including personal care (bathing, dressing, grooming), mobility support, household tasks, medication assistance, health monitoring, and in-home respite services

Takes effect September 1, 2025, with the minimum wage requirement applying beginning in calendar year 2026

Requires the Health and Human Services Commission executive commissioner to adopt rules for implementation, with provisions allowing delay if federal waiver or authorization is needed
