Prohibits the disposal or storage of high-level radioactive waste in Texas, with limited exceptions for on-site storage at nuclear power reactors and university-operated nuclear research and test reactors

Restricts the exception to allow storage only at the reactor site where the waste originated, preventing transfer of waste between facilities

Removes language referencing "currently or formerly operating" reactors, narrowing the scope of facilities that may qualify for the storage exception

Bars the Texas Commission on Environmental Quality from issuing construction permits, stormwater pollution prevention plans, or pollutant discharge permits for high-level radioactive waste facilities licensed by the U.S. Nuclear Regulatory Commission (except for the specified reactor sites)

Takes effect September 1, 2025; passed the House 131-1 and Senate 31-0
