Requires the Health and Human Services Commission to develop and implement a strategic plan ensuring Medicaid recipients and CHIP enrollees have access to home and community-based services, with the plan due to the Legislative Budget Board for approval by January 1, 2026

Strategic plan must include a viable rate methodology for services, assessment of unmet needs, access to care standards (measuring delivered vs. authorized service units, in-network agencies, geographic coverage, and capacity), and cost analysis comparing institutional versus home-based care settings

Establishes a home and community-based services advisory committee with up to 15 voting members including representatives of managed care organizations, home care agencies, Medicaid recipient advocacy groups, rural and statewide service providers, parents of children receiving services, and service recipients

Advisory committee will advise on long-term payment methodology, develop sustainable support strategies, recommend cost savings in areas like program integrity and hospitalization reductions, and review the strategic plan; members serve without compensation

Commission must submit biennial reports on strategic plan implementation to the legislature, governor, and Legislative Budget Board by November 1 of each even-numbered year; the advisory committee expires September 1, 2029
