Requires the Health and Human Services Commission to enter into a memorandum of understanding with the Texas Department of Insurance to share names and contact information of individuals being disenrolled from Medicaid

Enables the Texas Department of Insurance to conduct outreach to disenrolled individuals to assist them with applying for and obtaining alternative health benefits coverage

Mandates that written consent be obtained from individuals before their information can be shared between the two agencies

Requires all shared information to be provided and maintained in compliance with federal and state privacy laws

Takes effect September 1, 2025, with provisions allowing delayed implementation if federal waiver or authorization is needed
