Authorizes courts to appoint a receiver for single-source continuum contractors (entities providing community-based child welfare services under contract with the Department of Family and Protective Services) when contractors fail to perform after corrective action plans, plan to cease operations without transition arrangements, present imminent danger to children, fail to comply with court orders, or cannot meet financial obligations

Requires courts to hold evidentiary hearings within 5 days of a department petition for receivership and allows ex parte appointments; permits the department to request multiple 60-day extensions beyond the initial 90-day receivership period

Allows department employees to serve as receivers (exempted from standard bond requirements) and requires receivers to be selected from a department-developed list of qualified persons

Grants receivers broad powers including protecting contractor assets, hiring and firing employees, entering into contracts without competitive bidding requirements, and seeking court relief from unreasonable contractor obligations during the receivership

Protects receivers from liability for actions within the scope of receivership except for breach of fiduciary duty, gross negligence, or intentional acts; requires the contractor under receivership to pay receiver compensation and file a final accounting within 60 days of termination
