Amends the Texas Penal Code definition of "bet" to explicitly include paid fantasy sports leagues, classifying prize offers to participants as gambling

Defines "paid fantasy sports league" as a contest where participants pay a fee, assemble fictional teams of real athletes, and compete for prizes based on athletes' actual weekly performances

Requires that for a contest to qualify as a paid fantasy sports league, prize values must be established before the contest begins and the contest operator must retain a portion of entry fees

Maintains existing exceptions to the gambling definition, including insurance contracts, bona fide skill contests, and carnival prizes under $25 at nonprofit events

Applies only to offenses committed on or after September 1, 2025
