Amends Section 51.3525 of the Education Code regarding diversity, equity, and inclusion (DEI) initiatives at public higher education institutions

Adds "deliberately" or "intentionally" as qualifiers to prohibited DEI office activities related to influencing hiring practices and promoting differential treatment based on race, sex, color, or ethnicity

Clarifies that institutions may submit statements to grantors or accrediting agencies supporting first-generation college students, low-income students, or underserved student populations for grant applications or accreditation compliance

Removes previous language allowing institutions to certify compliance with state and federal antidiscrimination laws when submitting statements to grantors or accrediting agencies

Takes effect immediately with two-thirds legislative vote, otherwise January 1, 2026
