School districts must provide classroom teachers, full-time counselors, and full-time librarians with a duty calendar at least 15 days before the first instructional day, specifying all work days including supplemental duties requiring more than 30 minutes outside instructional hours

Teachers who resign after the 45-day deadline before school starts cannot face State Board for Educator Certification sanctions if resignation was due to serious illness, spouse/partner job relocation, significant family needs changes, or reasonable belief they had written permission to resign

Teachers can remove students from class for interfering with instruction, demonstrating unruly/disruptive/abusive behavior, or bullying; students cannot return without teacher's written consent and a return-to-class plan prepared by non-classroom staff

Establishes a grant program to reimburse schools for increased Teacher Retirement System contributions when hiring teachers who retired before September 1, 2024

Requires the Texas Education Agency to provide technical assistance on teacher retention strategies, conduct teacher time studies to ensure adequate work hours for job duties, and collect data on vacant teaching positions across districts
