Requires all elections in Texas to use hand-marked paper ballots, prohibiting election authorities from adopting voting systems that do not require hand-marked paper ballots

Eliminates references to voting machines, direct recording electronic (DRE) voting machines, and ballot marking devices throughout the Election Code

Removes provisions related to voting machine-specific procedures, including rules for judge/clerk compensation after polls close in precincts using voting machines and watcher restrictions for recording votes on machines

Repeals Chapter 104 of the Election Code (which governs voting machines), Chapter 129 (testing of voting systems), and multiple related sections addressing electronic voting equipment

Takes effect September 1, 2025, with transition provisions allowing election contests filed before the effective date to be governed by prior law
