Expands the definition of "space flight participant" to include all individuals carried aboard spacecraft, launch vehicles, or reentry vehicles, removing the previous exclusion for crew members

Eliminates the requirement for a competent witness signature on liability waiver agreements between space flight participants and space flight entities

Establishes that reciprocal waivers of claims between parties engaged in space flight activities under Federal Aviation Regulations (14 C.F.R. Section 440.17) are effective and enforceable in Texas, including waivers by contractors, subcontractors, or customers

Applies only to causes of action accruing on or after September 1, 2025, with prior claims governed by existing law
