Allows any qualified voter in Texas to vote early by mail without needing to provide a specific reason, eliminating previous requirements that limited mail-in voting to those 65 or older, disabled, absent from the county, or confined in jail

Removes the requirement for applicants to indicate their "ground of eligibility" for early voting by mail on ballot applications

Repeals Election Code Sections 82.001-82.004 and 82.008, which established specific eligibility categories for mail-in voting based on expected absence, disability, age (65+), confinement in jail, and participation in the address confidentiality program

Repeals Election Code Sections 276.016 and 276.017, which contain criminal offenses related to solicitation and distribution of applications to vote by mail

Applies to elections ordered on or after September 1, 2025
