Prohibits Texas public school districts, charter schools, and public institutions of higher education from entering contracts with or accepting gifts/donations from designated "foreign adversaries" including China, Iran, North Korea, Qatar, Russia, and countries designated under the International Religious Freedom Act

Defines prohibited "contracts" broadly to include research partnerships, faculty/staff/student exchange programs, study abroad programs, joint academic programs, and arrangements involving transfer of intellectual property or proprietary information

Requires annual reporting by September 1 to state education authorities disclosing all contracts, gifts, and donations from any foreign source, including details on value, purpose, beneficiaries, conditions, and source information

Establishes administrative penalties of up to 150% of the contract/gift/donation value for violations of the prohibition, and up to 100% for failure to properly disclose required foreign source transactions

Penalties collected from school districts go to the foundation school fund; penalties from higher education institutions are split equally between the permanent university fund and higher education fund
