Requires all political subdivision elections (cities, school districts, etc.) to be held on the same date as the general election for state and county officers in November of even-numbered years, with governing bodies required to change their election dates by December 31, 2025

Mandates partisan elections for city offices and school board trustees, requiring candidates to declare a political party affiliation (with a party that held a primary or convention in Texas within the past 5 years) or state they are unaffiliated, with party affiliation appearing on the ballot

Changes school board trustee terms to four years only (eliminating the three-year option) with biennial elections where half of trustees are elected every two years

Extends primary election nomination requirements to include political subdivision offices, with no filing fee for political subdivision candidates not otherwise covered by the existing fee schedule

Takes effect January 1, 2026, but only if voters approve a related constitutional amendment proposed by the 89th Legislature requiring political subdivisions to hold elections on the general election date
