Licensed handgun holders would be permitted to carry concealed handguns or handguns in holsters at numerous previously restricted locations, including postsecondary educational institutions, polling places, racetracks, secured airport areas, hospitals, nursing facilities, mental hospitals, amusement parks, and open government meetings

Primary and secondary schools (K-12) would remain prohibited locations for firearms, with exceptions only for written authorization from the school

Postsecondary educational institutions (colleges and universities) would be treated separately from K-12 schools, with institutions retaining authority to establish their own written regulations or provide written authorization for firearms on campus

The bill repeals several existing provisions related to handgun restrictions, including sections of the Alcoholic Beverage Code, Government Code, Health and Safety Code, and Penal Code that currently limit where license holders may carry

Changes apply only to offenses committed on or after the effective date of September 1, 2025
