Expands the definition of "police officer" under Texas Local Government Code to include district attorney investigators and county fire marshal office personnel who are licensed by the Texas Commission on Law Enforcement

Extends collective bargaining provisions to counties by adding "county" and "commissioners court" to the definitions of "political subdivision" and "public employer"

Requires counties with populations of 3.3 million or more (Harris County) to provide equal compensation and benefit increases to all police officers within a class when any increase is given to that class

Prohibits commissioners courts in affected counties from reducing any law enforcement agency budget component to offset required compensation parity increases

Takes effect September 1, 2025, and applies only to compensation increases adopted on or after that date
