Requires the county where the violation occurs to issue written notice to the railway company, with district or county attorneys authorized to bring civil penalty actions

Creates private liability for railway companies to individuals harmed by delays to emergency services caused by violations, with courts required to award actual damages plus court costs and attorney's fees to prevailing claimants

Takes effect September 1, 2025
