Requires the State Board of Education to mandate fetal development instruction as part of the essential knowledge and skills for health curriculum at appropriate grade levels in Texas public schools

Instruction must teach "the humanity of the unborn child and the concept that life begins at fertilization," along with information on the human reproductive process, pregnancy, infertility, and prevention of birth defects (including effects of drugs, alcohol, and lead exposure)

Requires showing of three specific videos if publicly available: LiveAction's "Meet Baby Olivia" (2025), St. John Paul II Life Center's "A Glimpse Inside" (2025), and PBS NOVA's "The Miracle of Life" (1983)

Adds fetal development curriculum recommendations to the duties of local school health advisory councils, provided recommendations align with state-developed standards

Takes effect for the 2025-2026 school year, with immediate effect if passed by two-thirds vote of both legislative chambers, otherwise September 1, 2025
