Requires owners of "deep fake generators" (websites or apps that create AI-generated fake images/videos) to verify the age of any person depicted in explicit deep fake material before allowing creation

Prohibits creating explicit deep fake material depicting anyone under 18 years old under any circumstances

Requires written consent from adults (18+) before explicit deep fake material depicting them can be generated

Creates a private cause of action allowing depicted persons (or parents/guardians for minors) to sue deep fake generator owners for violations, with recovery of actual damages including mental anguish, court costs, attorney's fees, and exemplary damages

Takes effect September 1, 2025, and applies only to causes of action accruing on or after that date
