Creates the Texas Land, Water, and Wildlife Conservation Account as a separate account in the general revenue fund to award grants for public parks, natural areas, and natural resource conservation projects

Establishes an 8-member Texas Land, Water, and Wildlife Conservation Board composed of the Land Commissioner (as presiding officer), executive directors from TCEQ, Parks and Wildlife, Texas Water Development Board, and State Soil and Water Conservation Board, plus three public members appointed by the governor, lieutenant governor, and speaker

Eligible grant projects include public access improvements, recreational trails, farm/ranch/forest conservation easements, wildlife habitat protection, aquifer recharge protection, wetland restoration, and studies on game species population decline and rural economic impacts

Prohibits using account funds to facilitate eminent domain property acquisition or to acquire property for federal government management; caps administrative expenses at 2% of annual disbursements

Requires the board to allocate 50% of funding to public parks/natural areas projects and 50% to natural resource conservation projects, with a biennial report to the legislature due by September 1 of each even-numbered year starting in 2027
