Expands the definition of "machine gun" in the Penal Code from a firearm capable of shooting "more than two shots" to "more than one shot" automatically with a single trigger function

Creates a new statutory definition for "machine gun conversion device" as any part or combination of parts intended to convert a firearm to fire automatically

Adds machine gun conversion devices to the list of prohibited weapons under Section 46.05 of the Penal Code, making intentional possession, manufacture, transport, repair, or sale a criminal offense

Establishes an affirmative defense for possession of a machine gun conversion device if the item is registered in the National Firearms Registration and Transfer Record or classified as a curio or relic by the U.S. Department of Justice

Takes effect September 1, 2025, and applies only to offenses committed on or after that date
