Prohibits school district boards of trustees from entering into contracts directly with any school district board member or with companies in which a board member holds an ownership interest and expects to receive significant financial gain

Requires board members to provide written disclosure to both their board and the Texas Education Agency of any ownership interests in companies that could create conflicts of interest

Declares any contract entered into in violation of these provisions to be void

Directs the Commissioner of Education to adopt implementing rules by December 1, 2025

Applies only to contracts entered into on or after December 1, 2025; the act takes effect September 1, 2025
