General academic teaching institutions in Texas must include the average grade awarded to all students in each class on student transcripts, or the median grade for classes using letter grades

The average or median grade must be placed immediately to the right of the student's individual grade on the transcript

Exemptions apply to pass-fail classes, independent study courses, and classes with 10 or fewer students

The Texas Higher Education Coordinating Board must adopt rules to administer the requirement, with authority to use emergency rulemaking procedures

Requirements take effect beginning with the fall 2025 semester
