Creates a six-member legislative study group to evaluate the school district property value study conducted by the Comptroller of Public Accounts under Government Code Section 403.302

Study group will consist of three senators appointed by the lieutenant governor and three house members appointed by the speaker, with each group including one vice-chair of a standing substantive committee

Group will hold a single public meeting to examine how the property value study affects annual state financial aid distribution for public education and develop recommendations for verifying complex property valuations

Report with findings and recommendations must be submitted to the governor, lieutenant governor, speaker, and all legislators by December 1, 2026

Study group is abolished and the act expires on January 1, 2027; effective immediately with two-thirds vote or September 1, 2025 otherwise
