Prohibits remaining trustees of an independent school district from filling board vacancies by appointment; vacancies must instead be filled at the district's next general election or through a special election

Extends the deadline for filling a vacancy from 180 days to the last day of the 18th month after the vacancy occurs, and removes the previous requirement that more than one year remain in the term for this deadline to apply

Allows property owners subject to ad valorem taxation by the school district to sue the board of trustees to enjoin violations of the vacancy-filling requirements

Permits prevailing plaintiffs to recover damages, reasonable attorney's fees, and court costs, with no requirement to complete an administrative grievance process before filing suit

Waives governmental immunity from suit for liability created under this section; effective September 1, 2025
