Authorizes any county commissioners court to eliminate precinct-based polling places and establish countywide polling places where voters can cast ballots at any location in the county

Applies to county elections, joint elections, contract elections, and primary elections (with agreement from political party chairs or executive committees)

Requires counties to maintain at least 50% of the number of precinct polling places that would otherwise exist, or 65% in the first year of implementation

Mandates counties establish a voter notification plan about polling place changes, including posting notices on election day at former polling locations directing voters to the nearest countywide polling place

Removes the existing state-administered "countywide polling place program" structure, replacing it with direct county authority to establish countywide polling, effective September 1, 2025
