Establishes same-day voter registration in Texas, allowing unregistered but otherwise eligible individuals to register and vote at polling places during early voting or on election day

Requires voter registrars to appoint at least one election officer at each polling place to serve as a deputy voter registrar to process same-day registrations

Mandates that same-day registrants present either a Texas driver's license/ID with current address, or a utility bill dated within 30 days combined with a Texas license/ID, U.S. passport, or military ID with photo

Requires same-day registrants to submit a voter registration application and execute an affidavit confirming eligibility and that they are voting only once in the election

Directs the Secretary of State to adopt implementation rules by February 1, 2026, with the law applying to elections where early voting begins on or after that date
