Allows commissioners courts in counties with populations over 100,000 to employ a county purchasing agent even if a purchasing agent board has already appointed one under existing law

Requires the commissioners court to hold a public hearing before issuing an order to employ their own county purchasing agent

Mandates that if the commissioners court employs a purchasing agent, any existing board-appointed purchasing agent must be removed from office

Transfers complete authority over the county purchasing agent position from the appointing board to the commissioners court

Takes effect immediately with a two-thirds legislative vote, otherwise becomes effective September 1, 2025
