Creates a grant program administered by the criminal justice division to foster professional development of peace officers in Texas

Eligible recipients must hold a master proficiency certificate from the Texas Commission on Law Enforcement and be employed full-time as a peace officer by a state or local law enforcement agency

Grants are awarded to law enforcement agencies (not directly to individuals) and must be used exclusively to increase compensation of the eligible officer

Grant amount is fixed at $6,500 per award, with each officer limited to receiving the grant only once

Only applies to master proficiency certificates issued on or after September 1, 2025, the bill's effective date
