Shifts the cost of relocating telecommunications utility facilities in municipal public rights-of-way from the utility to the municipality, with expenses paid from collected right-of-way fees

Requires municipalities to provide at least 30 days' notice before the required relocation date and specify the new facility location along the street right-of-way

Authorizes municipalities to require holders of state-issued cable/video franchise authority certificates to relocate facilities at municipal expense for street widening, straightening, or other municipal projects

Applies to facility relocations needed to accommodate street improvements or other municipal infrastructure projects

Takes effect September 1, 2025
