Amends Section 51.3525(d) of the Texas Education Code to clarify exemptions from certain requirements at public institutions of higher education

Expands the definition of exempt scholarly research to explicitly include research funded or to be funded wholly or partly by government or private grants

Adds a new exemption for information or guidance provided by faculty or staff on career opportunities and grant applications

Renumbers existing exemptions (student organizations, guest speakers, academic achievement programs, data collection, and student recruitment/admissions) to accommodate the new provision

Takes effect immediately with two-thirds vote of both legislative chambers, otherwise September 1, 2025
