Requires electronic device manufacturers to automatically enable filters on devices activated in Texas that block minors from accessing, downloading, or displaying explicit material (visual depictions of intimate parts, sexual conduct, or simulated sexual conduct) via mobile data, Wi-Fi, or manufacturer-controlled apps

Mandates manufacturers provide parental controls allowing parents/guardians to limit screen time, manage app downloads and usage, and monitor device location for minor users

Filters must notify users when content is blocked and allow adults or parents/guardians to bypass the filter using a password or access code, while reasonably preventing unauthorized circumvention

Establishes civil penalties of up to $30,000 per violation, enforceable by the Texas Attorney General in district court, with penalties deposited to the general revenue fund

Requires manufacturers to push software updates to existing devices in Texas by January 1, 2026 to enable the required filters; provides a good faith effort defense for manufacturers attempting compliance
