Establishes the Texas First Generation Matching Grant Program, administered by the Texas Higher Education Coordinating Board, to provide financial assistance to first-generation college students (those whose parents have not earned a baccalaureate degree) at eligible public institutions

Students must be Texas residents, U.S. citizens or eligible noncitizens, enrolled in at least 6 credit hours toward an associate or baccalaureate degree, complete the FAFSA, and demonstrate financial need based on the federal Student Aid Index formula

Requires the state to match private donations at a minimum 1:1 ratio, with institutions certifying their private contributions annually to receive corresponding state matching funds

Eligible institutions must submit annual reports to the Coordinating Board and legislative committees on the number of grant recipients, private contributions received, student demographics, and retention and graduation rates

Program applies beginning with the 2026-2027 academic year, with immediate effect upon two-thirds vote or September 1, 2025 otherwise
