Requires public facility corporations or sponsors to locate multifamily developments within their operational boundaries (inside the housing authority's area of operation or within the sponsor's boundaries)

Adds new restrictions for school district-sponsored developments, requiring that multifamily housing either be restricted primarily to school district employees OR be built on property previously used or initially intended for school campuses or administrative functions

Applies only to contracts for financing, ownership, or operation of multifamily developments entered into on or after September 1, 2025; existing contracts remain governed by prior law
