Authorizes county commissioners courts to create County Industrial Development Districts through voter-approved elections to promote employment, commerce, economic development, and attract major industrial employers including advanced manufacturing facilities and advanced nuclear reactors

Districts would be governed by a nine-member board of directors appointed by the commissioners court to serve staggered four-year terms, with authority to design, construct, acquire, and finance infrastructure projects including streets, utilities, rail spurs, and telecommunications improvements

Grants districts authority to impose ad valorem taxes, special assessments, and sales and use taxes (in increments of one-eighth of one percent) upon voter approval, with revenue usable for district operations, projects, and bond repayment

Enables districts to issue bonds payable from taxes, assessments, contract payments, or other revenue sources, with bonds secured solely by revenue or contract payments not requiring voter approval

Allows districts to engage in economic development programs including making loans and grants, and permits dissolution either by board petition when all debts are paid and purposes accomplished, or by petition from owners of a majority of assessed property value
