Grants members of governing boards (including city council members and county commissioners) a special right to inspect and duplicate public information maintained by their governmental body or nongovernmental entity when acting in their official capacity

Requires that requested public information be provided to board members promptly and without charge, with confidential information redacted upon request at no cost

Exempts attorney-client privileged information from disclosure unless the attorney-client relationship specifically applies to the requesting member

Allows governmental bodies to require board members receiving confidential information to sign confidentiality agreements with provisions for non-disclosure, labeling, secure storage, and copy control

Enables board members to seek an Attorney General determination on whether information covered by a confidentiality agreement is actually confidential under law, with a 45-business-day deadline for decisions and the option to appeal to Travis County district court

Takes effect September 1, 2025
