Prohibits political subdivisions (counties, municipalities, school districts, transit authorities, port authorities, and various special districts) from using public money to plan, create, or operate environmental projects aimed at reducing greenhouse gas emissions, reducing pollutants, or creating public awareness of environmental issues

The prohibition applies to all public money sources including taxes, fees, grants, and donations, and covers both direct spending and debt repayment for such projects

Exempts spending required to comply with state or federal law, satisfy statutory duties, or improve flood control, drainage, and water supplies

Allows continued spending on water conservation, drought contingency measures, renewable energy projects serving government facilities, energy efficiency improvements to government buildings, vegetation management for safety purposes, and waste disposal services

Explicitly excludes electric vehicle charging stations, alternative fuel infrastructure, and vehicle emission reduction projects from the exemptions for roadway improvements

Takes effect September 1, 2025
